The U.S. Product Safety Commission issues playground specifications and guidelines to help communities build safe playgrounds. One concern is the uncompressed depth of wood chips and other loose-fill material (used as shock absorbers). Independent random samples of playgrounds in various cities were obtained, and the uncompressed depth of wood chips (in inches) was measured for each playground. The data are given in the following table.

Assume the underlying distributions of uncompressed depths are continuous. Is there any evidence to suggest that the populations are different? Use a = 0.05, and find bounds on the p value associated with this test.
