Security guards who live at a twenty story Public Housing estate have been infected with coronavirus (COVID-19) and the state government has shut the buildings down to contain its spread.

The estate houses around 3,000 people, a third of whom are unemployed and 50% of households have low incomes. Seventy per cent of residents are from migrant and refugee backgrounds, including from Africa, Vietnam, the Middle East and China, 20% of whom do not speak English.

Nearly 50% of households have no internet connection. Residents are susceptible to COVID-19 due to substantial underlying health conditions. Education and employment levels are low. Many tenants work in public-facing essential jobs, making it more likely they will come into contact with the virus. Residents share facilities like corridors, rubbish bins, laundry rooms and lifts, which frequently break down, making safe distancing difficult.

Lockdown to address their needs. How would you use theory to explain the situation the Public Housing residents are in and what theory or approach would you use to inform your practice?
