Review the following (hypothetical) job description for an Employee/Labor Relations Manager in Long Island, with East End Bus Lines, Inc., Farmingdale, New York.

Summary/Objective

The Employee/Labor Relations Manager is responsible for managing a range of activities related to employee/labor relations in a newly organized work environment.

Essential Functions

1. Directs and coordinates preparation of position descriptions, ensures FLSA classification compliance and oversees job evaluations.

2. Leads preparation efforts for the negotiations of first labor contract between the employer and employees.

3. Administers and interprets labor agreements, administers grievance procedures, and provides labor relations support during contract negotiations.

4. Acts as a liaison between department managers and union representatives.

5. Revises and oversees policies that will work in conjunction with labor agreement provisions.

6. Provides advice and counsel to managers and supervisors regarding personnel practices, policy, and employment laws.

7. Resolves employees' issues and handles complaints to protect employee/employer interests.

8. Evaluates the success of new HR employee/labor relations program implementation.

9. Develops and ensures healthy work relationships and a supportive atmosphere at the workplace.

10. Administers unemployment insurance processes, reviews liability reports, monitors program costs, and recommends policy changes to the V.P. of administration.

11. Ensures compliance with all state and federal discrimination and employment regulations.

Supervisory Responsibility

This position manages one non-exempt clerical and 2 exempt specialists in the employee relations area of human resources and is responsible for the performance management and hiring of direct reports.

Work Environment

This job operates in a clerical, office setting. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines.

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

While performing the duties of this job, the employee is regularly required to talk or hear. This is largely a sedentary role; however, some filing is required. This would require the ability to lift files, open filing cabinets and bend or stand on a stool as necessary.

Position Type and Expected Hours of Work

This is a full-time position. Days and hours of work are Monday through Friday, 8:30 a.m. to 5 p.m. Occasional evening and weekend work may be required as job duties demand.

Travel

No travel is expected for this position other than occasional travel to corporate sites regarding employee relations issues, and to occasional training seminars.

Required Education and Experience

• Bachelor's degree, preferably in human resource management or related field or equivalent level of experience, training, and education.
• At least three years of experience at a management or administrative level, supervising others.
• Knowledge of labor laws, transportation regulations, best practices, etc.
• Experience in a similar position.
• Proven ability to effectively solve problems and make decisions.
• Proven listening skills as well as the ability to understand the background and motives of others.

Preferred Education and Experience

o Master's degree, or completion of 16 hours of masters-level courses relative to the job.
o Strong communication and negotiation skills, both written and oral.
o Military background related to the requirements of this position.
o Knowledge of immigration laws and processes.
o HR certification with SHRM or HRCI.
o Experience working in employee/labor relations.

Additional Eligibility Qualifications

Knowledge of applicable state and federal employment and labor laws and governmental compliance requirements.
