You are the Director of Security for a luxury five-star hotel in Canada that owns and operates a Michelin-rated steakhouse on the ground floor. At the end of the night, the Head Chef of the steakhouse observes one of the line cooks secretly place a bunch of expensive steak knives and cuts of frozen meat in his backpack. The cook signs out and leaves with his backpack. He takes the elevator down to the parking garage where his car is parked. The Head Chef immediately phones to notify you that he has just observed the line cook steal expensive inventory belonging to the restaurant. You proceed to the parking lot exit, where the cook attempts to leave the property. You direct the cook to stop his vehicle and get out. You search the cook's backpack and find the knives and frozen meat. You value the items to be worth several thousands of dollars. The cook says, "I don't know how those got there! You have no right to search me. Get out of my way. I am driving home now!"

In 2008, terrorist attacked the luxury Taj Mahal Palace hotel in Mumbai, India killing dozens of people and holding many others hostage. You can read about the attack on BBC World News or an indepth detail by the Rand Corporation. Assume you are the new General Manager after the attacks and you are working with the Director of Security to create new Emergency Management Plan for the hotel. Create an Emergency Management Plan (EMP) using this hotel EMP as a rough guide.Your EMP should have the following information:
Chapter 1 - Introduction (Purpose of the plan, scope of plan, review dates)
Chapter 2 - Profile of Hotel & Guests (there is plenty of information on the Internet where you can gain information about the Taj Mahal Palace)
Chapter 3 - Emergency Management Plan (provide TWO solution examples for each of the five categories: prevention, mitigation, preparedness, response and recovery.
Chapter 4 - Annex (list of emergency resources the hotel might need in the event of another terrorist attack).
