Question

I agree, 17 shots is excessive force. There should be protocol in shooting a suspect. Why did 3-4 officers have to discharge their weapons? Police reform is needed everywhere. The officers had plenty of time to hold him down while he was on the ground. Instead, they decided to kick and club him rather than gaining control of his arms.
