Project proposal:

The DC Low-Income Opportunity Housing Project aims to tackle the pressing issue of housing affordability in Washington, DC by providing rent-controlled housing units and vocational training for unemployed and low-income at risk individuals. We propose establishing income guidelines that would allow developments to dedicate 70% of their housing for unemployed and low-income, and the last 30% reserved for market rate tenants. We also plan to offer more support for low-income/unemployed residents, like free job training and free internet.

There are ten sections in the whole project and you only responsible for part II. Background info and part VI. Possible partners and their critical qualifications or expertise. You can find the outline of whole project from attached.file.public-private partnerships design project. It might help you to get the whole picture. Education, food or solar plans are mine suggestion but you are free to add any ideas.
