Problem 1: Decline of the Atlantic Blue Fin (Thunnus Thynnus)

Proposition: Rigid regulations for Blue Fin Tuna to promote the recovery of the population

Stakeholder: Cay islands(high income). Owner of big boats, private houses (and maybe a whole island)

Problem 2: Modification of the boundaries of the Marine National Park and declaring non-take areas.

Background- Biscayne Bay National Marine Park was established in 1959; recent administration revised the management plan including a revision of scientific data about the status of the park.
The main conclusions were:
a- The area protected by the park does not include the main different habitats representative of the region.

b- The park has none "No-take area"

c-Important ecological areas, such as spawning areas are no protected

d-The park has a proposal to expand its boundaries to include some non-take areas that might help overcome the detected problem

Stakeholder: Commercial and sport fishermen as well as restaurant owner.
