The top-down approach to project management involves starting at the goal, or desired result of a project and breaking it down to manageable sections called work packages. These work packages are further broken down and the different areas assigned to various team members. This approach is best used when the project is well defined and organized and the project manager has great insight into how the project will specifically benefit the organization.

On the other hand, the bottom-up approach involves team members identifying project tasks, utilizing techniques like brainstorming, and organizing these tasks into work packages. While the bottom-up approach usually results in a more detailed and encompassing plan, it can be rather time-consuming. This approach is best used when there is a flexible time schedule for project completion and this type of project is new to the project manager and organization.
