Gerhard Wullink is doing research on intelligent capacity planning particularly in project environments beset with several indeterminate factors. He is presently testing his method in a case study of complex repair projects in a shipyard. The ship repair business which, in the Netherlands, as elsewhere is erratic. At times there is heavy workload and at times employees have no work. The crying need for the project management process was/is capacity planning. There are far too many uncertainties making planning difficult.

This is a quick snippet of a very large and complex problem. We are looking for your very upfront thoughts and starting checklist of where to begin to figure out what your project statement should (could) be. Please include your thoughts on specific quantifiers that may come into play. Hint – TOC (p135)

This is an esoteric hypothetical assignment. We are asking you to think about where do you begin to problem solve to create a project/problem statement where you have too many uncertainties as to what is causing the problem?
