Consider a city whose businesses have been a world leader in the production of and innovation in GadgetsTM for the past century. More recently, climate change has changed sea levels in ways that make the "East Side" of the city uninhabitable. Fortunately, all of the innovators were located in what used to be the "West Side" and are not directly affected. What used to be the "downtown" is being promoted as the "New East Side" and, given new building on the far west of the city, what used to be the "West Side" is being promoted as the "New Downtown". Some businesses are forced to move because of flooding. Would any of the other commercial businesses in this city want to move in the new equilibrium?
