Question 1: Produce an abridged Crowd Management Plan in an industry format, for a standing music event on the pitch only at the Star Stadium. Use the supporting documents provided and base the plan on an analysis of the entertainment and environment types. Note that this is not a full plan. Instead you should provide the following:

1. A logical and effective structure for an applied crowd management plan.

2. Section headings for each of the sections that are essential within a crowd management plan.

3. Complete sections to include the following:

i) Audience profile and impact upon planning arrangements.

ii) Risk assessment, to include a Site Survey, an Extreme Value Analysis AND a matrix-based risk assessment with all supporting elements. The matrix assessment should identify, assess and mitigate three risks EACH for Ingress, Circulation and Egress phases, remembering to assign the risk owner and outline both the initial and residual risk.

iii) Management structures to be used in a) the planning and b) the operational phases of the event, designed to demonstrate first effective planning and then effective command and control.

iv) The training and experience required by all grades of staff with responsibility for crowd safety management at an event of this type.

v) An overall occupancy for the event, supported by fully calculated occupancies for queue, ingress, circulation, egress and emergency egress of the event, with density and dynamics diagrams. NB Each of these phases should be in the relevant place within the overall plan structure, rather than grouped together.

vi) Illustration of structures required to support that occupancy and descriptions of their operation.

vii) A Standard Operating Procedure (in checklist form) for the pre-egress phase of the event.

viii) A Show Pause/Stop/Evacuation procedure to include the pre-event planning required for such safety measures.
