You are a new HR Manager and have been tasked with updating the current performance appraisal system and implementing merit raises. Up until now, all employees receive across the board raises with no variation regardless of performance.
The current appraisal system is an annual written performance appraisal done on a generic form; all employees regardless of job uses the same appraisal form. There are four rating on quantity, quality, attendance, and attitude. The supervisor does the rating, shares with the employee, both sign, and it is filed in the personnel file.
Your biggest concerns are: 1. there are no job descriptions with performance expectation, 2. Most employees receive the same average ratings across the board, and 3. Performance meetings are merely just a short meeting to sign the form; no other performance meetings happen throughout the year.
