If the Consumer Price Index in June 2006 was 159.3 (1982-84=100), what does this indicate about prices from 1982-84 to June 2006?

A. Rose 59.3%

B. Rose 100%

C. Rose 159.3%

Declined 159.3%

I believe the answer is (A)rose 59.3% but I am not sure. Please help and provide in layman's terms why this answer is or is not correct and how to find and/or ascertain an increase or decrease.
