A Mahjong set contains 136 tiles consisting of the following 17 types of tiles: 1) the numbers 1 to 9 in the Circle Suit; 2) the numbers 1 to 9 in the Sticks suit; 3) the numbers 1 to 9 in the Characters suit; 4) the 4 Directional tiles: North, South, East and West; and 5) the 3 Dragon tiles: Red, Green and White. There are 4 tiles of each time (e.g. there are 4 of the 1 Character tile).

At the beginning of the game, the dealer draws 14 tiles (in one draw). What is the probability that the dealer draws at least 1 White Dragon tile?
