Congress' principal goal in passing the Clean Water Act was to reduce discharges from point sources. Congress could have done this in several ways, such as by setting water quality standards for the entire U.S. and then leaving it to states to develop plans to meet those standards-an approach Congress took in regulating air pollution under the Clean Air Act (through establishing NAAQS and the SIP process). But problems arising from implementing the 1965 Water Quality Act convinced Congress that states would find it difficult to translate water quality standards into numeric effluent limitations for individual point sources. So Congress decided instead to have the U.S. EPA establish effluent limitations for each type of point source, based on what the available technology could accomplish.
