Arbitrator Kesselman seems to suggest that the only reason for "surrounding day" requirement is to prevent employees from prolonging the holiday. Is that the only reason? Would an employee who turned up seven (7) hours late on the day before the holiday or left seven (7) hours early on the day after be entitled to holiday pay because they were not prolonging the holiday?
