Question - The Finance Director of the Village of Glenville received an appropriation in the amount of $5,000 for the purchase of ink cartridges for the department's printers and copiers for the year ending December 31, 2021. The appropriation for ink cartridges is included in the general government appropriation for commodities. During the months of January and February, 2021, the following events occurred:

On January 18, purchase order #12098 was approved to acquire 30 ink cartridges for $22 each from Office Depot.

On February 11, Office Depot delivered all of the ink cartridges and submitted an invoice to the Village treasurer for $645. Payment was authorized on voucher #287645.

On February 21, the voucher was paid.

On February 28, the Village's finance director authorized a budget interchange that decreased the general government appropriation for commodities by $250 and increased the same line item in the budget for community development.
