Preparing an Intelligence Product
As you proceed through this course, you will prepare an Intelligence Product for the Secretary of Homeland Security on a key emerging issue in cybersecurity, border security, transportation security, natural hazards or counter-terrorism. You will write your paper assuming the role of an intelligence analyst at one of the DHS intelligence agencies, such as the CBP, ICE, Coast Guard or Secret Service Office of Intelligence, the Office of Cyber and Infrastructure Analysis (NPPD), or the DHS Office of Intelligence & Analysis.
The paper you submit will be 3-4 pages in length (approximately 2,000 words).
You will submit pieces of this paper at various points during this course as follows:
Paper Format
The following format should be used for the paper:
Mission: A 1 to 3 paragraph statement of the mission of the DHS agency and the intelligence unit within that agency that the student is playing.
Issue: A 1 to 3 paragraph description of the issue analyzed in the product.
Analysis: A 3 page description of the essential facts in the matter.
Blue Team/Red Team Assessment: A 1 to 2 page description of the current activities of the "blue team," or USG activities; and the "red team," the opponent of the USG.
Options: A 1 to 3 paragraph description of the major policy options currently being considered to address this matter. Each should be described, and then advantages and disadvantages for that option should be described.
References: An APA standard reference list of at least 5 sources to be cited in the Intelligence Product.
Note: This is a running paper, meaning in Module 2 you submitted the identity of the DHS intelligence unit that you assumed for the Intelligence Product, and the topic for the Intelligence Product. For this Module (Module 3), you will simply add the "Issue" section to the paper using the format above. Your will later continue your intelligence product by adding the Analysis, Blue Team/Read Team Assessment, and so on. Please let me know if you have any questions regarding these instructions.
