When is rebellion simply a phase? Imagine a group of youths are caught hopping a fence to consume alcoholic beverages on a closed beach.
Some may consider this simply to be a rebellious act. Does your definition of "rebellious" apply no matter the socioeconomic status of the youth?
The fact that delinquent acts can be seen as a phase marks a change in attitudes toward youth and what may be excusable.
Consider how both societal and legal changes related to youth have changed the concept of juvenile delinquency.
