A large city created a powerful new information system that made it possible for its detectives and police officers to use powerful criminal databases and a slew of new data analytics tools to give officers and detectives the information they need to fight crime more effectively. The detectives can access criminal history and arrest records; the modus operandi of crimes and criminals; and the ownership of weapons based on their serial number, manufacturer, and caliber. They also have powerful data analytics tools that mine multiple databases to find crimes of a similar nature and relationships between seemingly unrelated data. These tools are accessible by computer, tablet, and mobile phones Many of the longer - tenured detectives have little or no experience using the new data analytics tools and believe their experience and gut instincts are better tools to fight crime. They have not been responsive to calls to combine their experience and instincts with the new analytics tools. You suspect that at least some of the resistance is due to them not feeling comfortable with the new tools and to the changes to the way they interface with the system. After months of complaints about the new system, the police chief decided he had to do something.
