The only dangers presented by these substances arise when a person works, drives, or conducts some activity that requires the full use of the senses while under their influence. Criminal statutes should be narrow and proscribe only the harm sought to be prevented. No harm is created by use in controlled environments, such as in the home. Accordingly, statutes should only proscribe engaging in certain undertakings while under the influence of alcohol or drugs.
