Policy? Law? Regulation? Are they the same or do they mean different things? The words policy, law, and regulation are often used interchangeably. While there may be some overlap, they refer to very distinct things. The overlap may be due to the fact that, in its simplest form, the terms represent a hierarchy, i.e., from the policy at the highest level to the law then to regulations at the detail level, with each building on the previous. To become a regulation, the issue must first become a policy and then law. A policy outlines what an entity, be it public or private, hopes to achieve and the methods and principles it will use to achieve them. It states the goals of the entity. A policy document is not a law but it will often identify new laws needed to achieve the goals of the policy. Laws set out standards, procedures, and principles that must be followed. If a law is not followed, those responsible for breaking them can be prosecuted in court. A regulation describes the details of the law and fills in the legislative gaps.
