The plumes formed an orderly pattern and were confined to jungles and otherwise sparsely inhabited areas. From these signs it was obvious that recent policies designed to encourage farmers to use alternative land-clearing methods had failed: people were intentionally burning off portions of the rain forest for agriculture.
