Assume you are responsible for the planning function in a large assessment organization. The following facts are to be used in the development of your plan. They are not specific tasks or objectives:
1. It is January 1 and all property is to be reappraised at market value over the next 18 months for the first time in five years.
2. Except for new construction, property inventory has not been updated in five years.
3. The assessment jurisdiction uses a CAMA system.
4. On completion of the reappraisal, assessments are to be updated to market value on July 1 of every year.
5. For the first time, machinery and equipment of major industry will be included on the assessment roll.
6. The real estate market has been very active with price increases averaging 12 percent per year over the last five years.
7. New construction reached a record high last year although it has declined slightly in the current year.
8. Along with the reappraisal, property location information (currently legal description) is to be re-coded according to a computerized geographic information system.
In general terms, describe the work programs required - you are expected to develop an overall plan for these programs, not simply a list of tasks or objectives. Consider what groups of tasks can be done concurrently and which ones must be in a single stream. What type of budget considerations will you need to be mindful of as you plan?
