SCENARIO:

RuralMed is a local non-profit organization serving low-income residents of 5 rural counties in East Tennessee. The organization provides physical and mental health services to uninsured residents. The agency can provide therapeutic services to most clients referred to the mental health services department from the primary care physicians; however, approximately 65% of their clients are terminated from the mental health services due to non-compliance within 3 months. RuralMed has hired you as an outside consultant to help them understand and improve this outcome. Department personnel are a mental health program director, office administrator, scheduling clerk, 10 licensed therapists, 1 psychiatrist, 4 mental health nurse practitioners, and 4 MSSW student interns.
