In 2030, Elon Musk persuades Congress, as well as the legislatures of all other space faring nations, to grant SpaceX a 100 year exclusive franchise for transporting people and materials beyond Earth orbit.

By the year 2050, climate alteration is rendering most of Earth uninhabitable for humans. Several habitable planets are identified within 100 lights years of Earth. Technologies are developed that would allow transit to those planets in a (relatively) short time frame.

People are dying and governments are giving way to chaos worldwide, but migration is very slow, because SpaceX is taking advantage of the situation to price gouge governments, businesses and potential passengers.

Congress is debating bills that would revoke SpaceX's exclusive franchise or dictate the rates that SpaceX could charge. SpaceX argues that these measures would unconstitutionally impair the government's valid contractual obligation.

Using philosophic theories and/or judicial opinions, make an argument for the revocation of Space X's exclusive franchise.
