When you are doing what you are supposed to do in a performance-based budget, but the to decrease revenues cuts are made to the budget then I think the organization will need to prioritize its objectives. Some goals may need to be delayed or eliminated to focus on the most critical ones. Also, the organization may need to find ways to achieve the same objectives with less resources or if the metrics are no longer achievable with the reduced budget, they may need to be adjusted to reflect the new financial reality. It's important to communicate these changes to all stakeholders. This includes explaining why the changes are necessary, what the new objectives are, and how the organization plans to achieve them with the reduced budget. Having a decreases budget only means that the organization will have to reevaluate everything to make it work.
