Line South Brisbane to Park Road: Rail Transit Assessments Before and After CrossRiverRail
Overview
As a consulting team of four (4) members you are to prepare a project in two parts, comparing several aspects of a capacity and quality of service analysis of the Southern Main Line and Interstate Line between South Brisbane and Park Road station, under existing conditions and following commencement of CrossRiverRail.
Your Project
In response to the development of CrossRiverRail and implementation of SEQ Rail Connect, your client has asked your public transport engineering team to evaluate the infrastructure conditions and transit capacity and quality of service impacts on the study section of the Southern Main Line / Interstate Line between Park Road, South Bank and South Brisbane stations. You will complete the project in two parts, as follows.
Assessment 1 - Existing Conditions
1.1 Review the Brisbane Metropolitan System Information Pack (QR 2016) and use terms from the Rail Industry Safety and Standards Board Glossary of Terms e. to characterise the Southern Main Line and Interstate Line between datum 0.565km and 4.421km as follows:
A. station to station segments and their number of through tracks in each direction
B. stations locations (km) and general layouts including crossingwork
C. crossing loops locations (km) and general layouts including crossingwork
D. crossover locations (km) and general layouts including crossingwork
E. terminating facilities including locations (km) and general layouts, numbers of trains that can be terminated
F. other trackwork locations (km) and general layouts including crossingwork
G. bridges, culverts and tunnels locations (km) and general layouts
1.2 Review the current Gold Coast, Beenleigh, and Cleveland Passenger Line timetables (translink) with kilometrages from (1.1) and your client's existing path diagrams y for this line for weekday a.m. peak hour, off-peak hour, and p.m. peak hour. Discuss how the Southern Main Line together with the Interstate Line accommodate train services by passenger line in each of these three time periods. Consider aspects such as operations at terminus station/s, number of tracks in each direction, crossing loops, crossovers, and crossing of paths.
1.3 Comment on existing station infrastructure at Park Road, South Bank and South Brisbane stations, considering relevant aspects discussed in Public Transport Infrastructure Manual G), Public Transport Conveyance Manual G), and Creating Better Connections for Queenslanders ff).
1.4 Perform train and passenger capacity analyses in both directions at South Brisbane Station, which is the maximum load point(s) on the study section of the Southern Main Line, for the following conditions. Note that you will need to consider all potential constraints. Compare train capacities with timetabled flows (tph):
A. weekday a.m. peak hour
B. weekday off-peak hour
C. weekday p.m. peak hour
1.5 Perform quality of service analyses for the following at South Brisbane station considering existing frequency, weekday (Mon to Thu) span of service, estimated passenger loads on boarding, and transit/car travel time. Consider (i) all passenger lines combined and (ii) just the Cleveland Passenger Line. For transit/car travel time use South Brisbane to/from Central for (i) and Cleveland to/from Central for (ii):
A. weekday a.m. peak hour downward
B. weekday off-peak hour downward
C. weekday p.m. peak hour upward
1.6 Prepare a fully formatted engineering report that documents your work and draws useful conclusions.

Assessment 2- Project Conditions
In response to the development of CrossRiverRail and implementation of SEQ Rail Connect, respond to each of the following to evaluate the infrastructure conditions and transit capacity and quality of service impacts on the study section of the Southern Main Line / Interstate Line between South Brisbane, South Bank, and Park Road stations.
2.1 Review the official CrossRiverRail and SEQ Rail Connect documentation cited above to identify and discuss the impacts of the following, to occur between the time period before CrossRiverRail opens and five years following opening, with particular emphasis on Gold Coast, Beenleigh, Cleveland, and new Park Road and Boggo Road passenger lines:
A. Future rail network sectors and stopping patterns
B. Future service types (including typical time of day/week timetable frequencies)
C. Future network infrastructure projects and upgrades
D. Future rollingstock projects and upgrades
2.2 Characterise changes to rail transit operation on the study section of the Southern Main Line and Interstate Line between datum 0.565km and 4A21km as a result of your findings from 2.1 as well as the following additional information provided to you by the Client, focusing on accommodation of train services by passenger line in the weekday a.m. peak, daytime off-peak, and p.m. peak periods. Consider aspects such as operations at terminus station/s, number of tracks in each direction, crossing loops, crossovers, and crossing of paths. (lint: Assume that the new Park Road line enters study section on Southern Main Line Up, crosses over to Interstate Line, crosses over to Southern Main Loop, terminates on Southern Main Line Loop at Park Road, returns on Southern Main Line Down.)
2.3 Based on your findings from 2.1 and 2.2, comment on planned/ under-development improvements to station infrastructure at South Brisbane, South Bank, and Park Road stations, considering relevant aspects discussed in Public Transport Infrastructure Manual, Public Transport Conveyance Manual, and Creating Better
Connections for Queenslanders.
2.4 Perform train and passenger capacity analyses in both directions at South Brisbane Station for the following conditions. Also prepare train terminal capacity analysis for the Park Road line at Park Road Station. Note that you will need to consider all potential constraints. Compare train capacities with proposed timetabled flows in the additional information provided to you by the Client from 22 (tph):
A. weekday am. peak hour
B. weekday off-peak hour
C. weekday p.m. peak hour
2.5 Perform quality of service analyses for the following at South Brisbane station considering proposed frequency, weekday (Mon to Thu) span of service, estimated passenger loads on boarding, and transit/car travel time. Consider (0 all passenger lines combined and GO just the Cleveland Passenger Line. Assume that span of service will be at least that for existing conditions. For passenger loads on boarding assume an increase of 10% over existing conditions. For transit/car travel time use South Brisbane to/from Central for (i) and Cleveland to/from Central for (ii) and assume an increase of 10% in car travel time over existing conditions:
A. weekday a.m. peak hour downward
B. weekday off-peak hour downward
C. weekday p.m. peak hour upward
2.6 Based on your findings from 2.1 to 2.5 and with reference back to your Assessment 1 submission, prepare your evaluation of the infrastructure conditions and transit capacity and quality of service impacts in response to the development of CrossRiverRail and implementation of SEQ Rail Connect, on the study section of the Southern Main Line / Interstate Line between South Brisbane, South Bank, and Park Roadstations. It is recommended that you tabulate and/or illustrate before and after conditions to support your written discussion.)
2.7 Prepare a fully formatted engineering report that documents your work and draws useful conclusions and recommendations.
