Scenario: The country of Perelandra has recently begun enriching uranium for what it claims are peaceful purposes. Perelandra has tenuous relations with its regional neighbor, Narnia. Newly acquired, reliable MASINT has indicated that Perelandra is likely enriching uranium at a level that suggests their capability to construct nuclear weapons. Narnia has publicly stated that if it receives evidence suggesting that Perelandra is building nuclear weapons, it will launch an attack.
