Since 1991, enterprise bargaining has been regarded as the principal means through which workers and employers should determine the employment conditions at any given workplace. However, in recent years there has been a steady decline has occurred in the percentage of employees who are covered by current enterprise agreements. Between 2011 and 1016 the percentage of employees covered by federal agreements fell from 28.8% to 21.9%. What factors do you think have caused this decline?
