Your city is tired of people requesting handouts from tourists. There is a lot of tourism in your city, and city officials are afraid that panhandling is going to negatively affect the tourism industry. A new law has been written making it illegal for anyone on street corners and sidewalks to solicit money or other assistance from passersby. The city asks you to review the law for constitutionality.
