ANSWER BY COURSE HERO:
The policy made to control and eliminate pandemic outbreak and other pandemic future issues must be for the benefit of all the people. The policy should not single line a certain portion of the population affected by the pandemic that is the policy should be fair to all. For the policy made and cost is a factor for the implement of the policy (Bennett, Belinda, Carney, & Terry, 2010). The value of human life should be paramount and thus no expenses should be spared.
In cases where a diseases pandemic has occurred and there is no available conventional medicine. However, there is a drug that works but it is still under labs trials. The policy made that is to use the experimental drug should take into consideration the end goal that is the best chances to save human life (Bennett, Belinda, Carney, & Terry, 2010). In this scenario the policy makers should take the most ethical option.
