Scenario:
Your client director, Priyanka, has been in her role as Director of the Important Business Services Branch (IBSB) with the Ministry of Rules for six months. Before that she worked in the not-for-profit sector. This role is her first time managing unionized employees.
Her branch employs 125 employees, 10 of which are managers who are each responsible for overseeing teams of staff that are comprised of administrative support staff, customer service staff, program development staff, and a Team Lead on each team. Branch staff are located in 9 different offices throughout the province.
The Ministry procured the services of a consultant to conduct a functional review of the branch to address inefficiencies, inconsistency across teams and customer service gaps. The consultant has recommended Priyanka move to a functional service delivery model in which teams would be assigned to a defined business line in order to improve consistency and subject matter expertise.
Priyanka has been tasked to lead and implement the change to this new functional model. Although this is not a cost or staff reduction exercise, Priyanka does have budget pressures and the reorganization cannot increase costs.
