In Costello v. U.S. (1956), the Supreme Court ruled that a grand jury's charge does not have to be supported by admissible evidence. The Supreme Court emphasized the historical character of the grand jury as a body of lay people free from technical rules. Other justifications not mentioned by the Court have since been offered as underlying the Costello rule. Please outline and describe these justifications.
