Oregon's statewide rent control law (and other locations)
Does an active residential rent control law make housing more affordable for more people (cite some examples that suggest it does; or that suggest it doesn't)
How are landlords protected in cities with rent control? Individual property rights are an important legal protection for property owners.
Are properties under a rent control jurisdiction less likely to have major upgrades and renovations.
(This is because rents are not allowed to be raised to cover the cost of renovations. Does this mean in rent controlled cities the rental housing inventory is less likely to in good condition, but in an ever declining condition.)
Rent control administration and enforcement has costs. Who pays for those costs. Does the general population pay, or just the property owners impacted by rent control. Either way is that a fair policy?
What types of properties are typically targeted for rent control? How is a boundary established? What is the likely result for properties just inside or outside the boundary? Is there rent control creep? If one city has it, the adjacent city is compelled to follow?
Is statewide rent control law proposed in Oregon reasonable or even needed?
