Two years ago, a major gold deposit was discovered on the outskirts of Gold Bar, Washington, a small town in the foothills of the Cascade Mountains. A company started buying up properties so it could launch mining operations. The company promised that its operations would generate several hundred high-paying jobs for the town’s residents, most of whom are poor. A local environmental group, however, vigorously opposes the mining, claiming that it will pollute waterways and destroy the area’s small tourist industry. The newly elected city council does not want opposition from the environmentalists to jeopardize the economic benefits of the mining. Thus, the council passed this ordinance: “The mayor shall have the authority to adopt reasonable restrictions on any use of the town’s streets or parks for expression that endangers the community’s important economic interests.
