Rowan is an administrator at her organization and with the help of the social workers on staff identifies a need within the community for more social opportunities for people with severe mental illness diagnoses. She notices that these clients tend to be isolated, which leads to an increase in symptoms and further deterioration of social skills. Increased symptoms and further deterioration of social skills leads to further isolation and creates a detrimental cycle for people. Rowan discusses the need with the board of directors, and they agree to pursue the development of a drop-in center for clients to spend time at socializing and enjoying recreational programming with others.

Rowan looks at her budget and realizes there is little room for additional programming funded by the organization. She makes some calls to other organizations in the community that also provide services to her organization's clients. They agree there is a need for a drop-in center and organize a coalition. At its first meeting, the coalition discusses its mission and goals for the program and then begins to discuss how to fund it. Since all of the coalition members are part of nonprofit organizations, none of them have extra money to offer in support of the drop-in center. They decide they need to explore other options, such a Federal Mental Health Block grant.
