In high school, students typically surrender many of their normal civil rights. For example, in terms of privacy, particularly in terms of search and seizure, a school official can legally search a students locker, person, and/or backpack. The legal concept at play here is "in loco parentis", or "in place of a parent". Under this concept, the school can acting as if they were in a parental role and therefore can act in the best interest of the student, whatever they feel that might be. In terms of high school sports, some say that this extends into the concept of testing for illegal drug use (including steroids and performance enhancers).
