Normal civil rights

In high school, students typically surrender many of their normal civil rights. For example, in terms of privacy, particularly in terms of search and seizure, a school official can legally search a students locker, person, and/or backpack. The legal concept at play here is "in loco parentis", or "in place of a parent". Under this concept, the school can acting as if they were in a parental role and therefore can act in the best interest of the student, whatever they feel that might be. In terms of high school sports, some say that this extends into the concept of testing for illegal drug use (including steroids and performance enhancers).

How do you feel about the fact that High School administrators can do this? What are some positive and negative effects?

Some have argued that College students are in the same situation and University officials can take the same "paternal" role and potentially violate student civil liberties. Do you think that this is a good or bad thing and why? How would this relate to everyday students versus a student athlete? Would they, should they, be treated differently?
