Once legislation is enacted, responsibility for policymaking shifts from the legislative branch to the executive branch. The implementing organization in the executive branch (e.g., the Department of Health and Human Services) must engage in two related sets of activities:

Rulemaking - the establishment of formal rules (or regulations)

Operations - the actual operation of public law (e.g., as of October 1, 2013, portions of the Affordable Care Act went into operation via healthcare.gov, the Health Insurance Marketplaces).
