In my opinion, a new performance management system will require stages in order to be successful.

Planning. During the planning, a collaboration from the top management and the relevant parties across the organization is needed. This is to evaluate the current performance management system process aligned with the organization's mission, strategy, budget, and the required accomplished outcome from the system.

Knowledge. Understanding the new system is mandatory to assess how it will work and what is needed from the concerned division and benefits.

Communication. This phase is preferable to detail and answer all related inquiries related to the new system, its features, responsibilities, alignment with the strategy, initiatives, benefits .....etc.

Acceptance is a must for employees. It can be done thru surveys or focus groups. I prefer focus groups as it is interactive where employees can share their fears and reasons for their resistance. This gives a better understanding of their point of view and reconsideration to amend particular processes linked to the performance management system.

A pilot session and testing phase. It focuses soft launch of the system. This is to review the system's proficiency and revise if needed. The testing phase can give all parties practical use of the system demo.

The ongoing evaluation phase focuses on the system's effectiveness. To understand if the system was implemented as planned and focuses on operational and technical aspects of the system.

Go live and post live communication. This phase focuses on an official announcement to use the system. The motivational objective is to encourage the employees to achieve the higher performance that can be by outlining a potential development plan with a clear set of technical and behavioral competencies along with a list of benefits.
