Scenario: “New emergency manager has history of dealing with tornadoes” For many years, you have worked in an emergency management office of a Midwestern state, which sees a high volume of tornado damage each year. As such, residents are relatively prepared for them, having built emergency shelters, and stocking up during seasons when tornadoes are prevalent. The people of this state are fully aware of the damage tornadoes can do, and take the threat seriously. Recently, you moved to a Northeastern state after receiving a big raise to perform the same role in that state’s emergency management office. However, while tornadoes do happen in this state, they are far less frequent than the Midwestern state you left. You are charged with informing the public about the things they can do to mitigate tornado damage (namely loss of life), and to prepare for the devastation. However, unlike your previous state, residents of your new state have taken a far more casual approach to tornado preparation, as they don’t see them as a regular threat. What tactics might you use to change this casual approach?
