To illustrate, neutral competence argues that building inspectors should be hired on their technical skill at identifying building code violations without fear that they may be fired if they report deficiencies in a building owned by a major contributor to the mayor’s re-election campaign. Executive leadership posits that the mayor should have a strong say in prioritizing which codes are enforced the most stringently. Representativeness holds all citizens should have a fair shot at public jobs and the resulting bureaucracy should “look like” the jurisdiction. How do we tradeoff among these values?
