As you have stated per your example, its great to have backup plans, in this case contractors/sub-contractors. Even though the sub contractor stopped showing up, if the proper contactual terms and conditions were not clearly specified and agreed/signed, there could have been legal consequences and wasted time. In the case of compensation for delayed work/gap is a hard one to enforce at times as if they are clear conditions, its' negotiable to interpretations.
