Your city has been chosen as a finalist by a multinational corporation for a large manufacturing facility that is projected to bring five hundred jobs to your community. The company in question will make its final decision based in part on the incentives that your city is able to offer. Your city has a higher-than-average unemployment rate and citizens are desperate for jobs; however, the company in question is a direct competitor to the city's largest current employer, whom has considerable clout amongst the city council and is vociferously objecting to the city providing any incentives that it would not also receive.
