Your cover letter or memorandum should be one page given the length of your proposal - 2000-3000 words. The following are components of the cover letter or memorandum in order: 1. The opening paragraph provides a strong, brief statement or summary of your problem and should focus on why the decision maker should approve your proposal. Remember to use Flood's B.L.O. T. concept - Bottom Line On Top. 2. The middle paragraph provides a brief statement of the unique selling or convincing point that will meet and exceed the organization's needs. This is an opportunity to capture the decision maker's interest. In addition, it is your opportunity to explain any research and efforts taken to identify any critical requirements of the problem. 3. The closing paragraph usually contains name of the project, your contact information, and a quick thank you.
