Description / Requirements
This is an individual assignment where you will synthesise research sources relating to the following topic, and then produce a written Moral Dilemma Analysis report using the Ethical Decision-Making Framework introduced in topic 3:
Justify the ethical considerations that IS professionals must address when designing artificial intelligence solutions to automate health insurer decisions to offer someone a new health insurance policy.
Research the topic
The report is not about your personal moral views about the topic above. Instead, you will research the topic by finding and synthesising credible academic resources sources (e.g. journal articles, PhD theses, conference papers, credible research studies) and industry sources (e.g. industry research reports from companies like Gartner Group, reports from relevant professional bodies, etc). Quality credible resource sources are those reporting empirical research (e.g. experiments, surveys, case studies, interviews) relating to the topic (not opinions of the authors), or reporting on the evidence relating to the topic from the perspective of a variety of stakeholder types.
You are required to submit all full-text copies of your research sources with your report for marking, so make sure you store all these sources. See the Submission instructions section for details on how to name your research source files. For this reason, you are not permitted to use books, electronic books (due to copyright restrictions), videos, audio, etc for your resource sources. Only articles or reports which can be submitted with your assignment.
The research you undertake should enable you to determine the answers to all the questions (directly or indirectly) in the Ethical Decision-Making Framework in relation to the range of stakeholders listed in the topic 3 framework. The report should not consider short-term issues such as immediate profits etc, but rather the medium to long-term nature (e.g. 10-50 year implications) of the topic on all stakeholders. Research sources can therefore include evidence of past IS issues which can help you justify how stakeholders might be affected if the topic is not addressed by IS professionals. Research sources should be quality, which means "older" research is acceptable when combined with recent research sources, but not low quality research sources.
You must ensure that your research and analysis of the topic has balanced/even coverage of the perspective of all stakeholder types in the topic 3 framework. A focus on organisation stakeholders (e.g. shareholders, staff, immediate clients) is not balanced. Similarly, balanced research and analysis will include equal coverage of the risks and benefits (not just benefits) relating to the topic for each stakeholder type from the topic 3 framework. As required by the ACS Code of Professional Conduct, the most important stakeholder group is "the public", not organisation stakeholders, and consideration of all the risks for the public. For this reason, a report with an unbalanced focus on organisational stakeholders and benefits will not receive a good result in this assignment.
Create a research synthesis matrix for the topic
The research synthesis matrix (see the Week 2 online tutorial resources for an example) can have a column for each stakeholder type. You will know when you have identified a relevant research source, if it includes consideration of multiple columns (or stakeholders). Resource sources which consider organisation stakeholders only, and also benefits relating to the topic only, should be avoided/minimised for your research synthesis.
You must submit your synthesis matrix (i.e. a spreadsheet) with your final report.
What to include in the Moral Dilemma Analysis report?
You will write an individual Moral Dilemma Analysis report as follows (after background work):
• A cover page with the assignment title ("Assessment 2 - Moral Dilemma Analysis report"), unit code and name, your name and student ID, and the word count. This cover page is not included in the word count.
• A maximum of 2,500 words for the report body, using the Ethical Decision-Making Framework introduced in topic 3, to analyse the topic stated above.
o The report will have a very short introduction (maximum 50 words), multiple sections/subsections, and very short conclusion (maximum 50 words). Note that in- text citations (see details below) are included in the word count.
• A reference list including at least twenty (20) high quality research sources cited in the report body in the Harvard format style using the "(Author, Year)" approach to in-text citation. This reference list is not included in the word count.
