Rothman (1980 - Conscience and Convenience) warns about the process of reform for any large system. Rothman argues that it is the conscience of reformers is what drives the change of policy and practice in a way that solves a social ill. However, over time the implementation of such reforms give way to processes that are more convenient, thereby shifting the intent of the reformers. In Rothman's view, convenience will always win over the aspirations of conscience. 

Given the inherent contradiction in the mission of correctional institutions (i.e., striving to treat/rehabilitate/reintegrate offenders while also controlling virtually every aspect of their life), think about the current use of risk and needs assessments. Do you think these assessments help to solve the social ill of crime, or, has the PEI/RNR conception given way to the "convenience" (in the words of Rothman) of risk management, downplaying the importance of addressing offender needs?
