GEOINT plays a crucial role in supporting general military intelligence and Indications and Warning efforts. The collection and analysis of GEOINT data gives warfighters insight into the location, movements, and activities adversary forces, enabling decision-makers to make informed choices on the battlefield. Russia's invasion of Ukraine in 2022 highlighted the role that GEOINT can play in providing timely indications and warning of potential military actions. In the lead-up to the invasion, Russia deployed a large number of troops and military equipment near the Ukrainian border, which were identified by government and third party satellite imagery, some of which was released to the public in an apparent effort to dissuade Russia from invasion.
1. The analysis of the satellite imagery and other geospatial data provided key insights into the location, size, and composition of the Russian forces sitting on the Ukrainian border, as well as their movement patterns and potential objectives. By using GEOINT to monitor the situation and identify warning signs, U.S. policymakers were able to take proactive steps to mitigate the risks of what was, in hindsight, an impending invasion. There is a side conversation to be had over whether the GEOINT information was adequately capitalized upon or not, but in this particular case, the analysis of satellite imagery and its resulting release to the public helped counter a narrative from the Russian government.
2 This case highlights the importance of investing in GEOINT capabilities and ensuring that decision-makers have timely access to geospatial data so that they can make informed judgements. Especially in this world of increasing misinformation and mistrust, hard evidence such as a photograph can mean the difference.
