Assume that Bloomsburg is a town in central Ohio. The northern section of Bloomsburg is a middleclass neighborhood comprised of blue-collar workers and single-family homes. In the center of this area is the "Beer Barn", a large carryout and liquor store. The owners of the "Beer Barn" allow drunks to consume in their parking lot and turn a "blind eye" to drug deals going on near their building. They are also rumored to be dealing in stolen goods and there has been a rash of burglaries in a twelve-block area around the "Beer Barn." Prostitutes waylay customers into having sex-for-sale in alley behind the Beer Barn. The police are constantly called into the area to respond to burglaries, fights in the parking lot, drug sales and prostitution. One day the Chief of the Bloomsburg Police meets with community leaders in north Bloomsburg to ask what can be done to improve policing in the neighborhood. All agree that the "Beer Barn" is the locus of the problem. The police and the city prosecutor petition to have the "Beer Barn" closed as a public nuisance. Eventually it is closed, and the crimes associated with the business fall off dramatically.
