We have emphasized one key aspect of public budgeting, which is that it serves as a mechanism of accountability on the part of the governments, especially state and local governments.

1. What should the government be accountable for, and who should the government be accountable to?

2. Use two specific mechanisms/practices, discussed in the second half of the semester, to hold government accountable, in such areas as how government revenues are categorized, grouped and presented, and how government budget is prepared, passed, and executed. For each mechanism/practice, you need to: 1) describe this mechanism/practice; and 2) discuss how this mechanism/practice holds government accountable. You need to be specific in your description of the mechanism/practice and don't discuss in very general terms (for example saying "a budget that is transparent and open to the public will allow the public to see where the government spends the money" will be considered a very general and not particularly meaningful statement because you don't need a course like this to know that.)
